- Pre-Zoning: The reclassification of the parcel to an R-1-6 (Single-Family Residential) zoning district.
- Small-Lot Use Permit: The granting of specific discretionary exceptions to construct 42 single-family lots within an area whose density would significantly exceed that of the established surrounding neighborhoods.
